In the context of earlier discussions (e.g. common control transactions and identifying the acquirer), the Committee considered whether a framework should be developed for drafting agenda decisions given wording concerns raised either by Committee members or through constituent outreach. Specifically, the inclusion of an analysis of an issue is a controversial proposal in Committee opinions. While some believe that explanations in agenda decisions contribute to transparency of rejection decisions, others note that agenda decisions lead to 'quasi-interpretations' that are non-authoritative and not subject to the full due process, and thus, should be avoided.

Committee members generally agreed that they would like to address this issue. However, the majority of the Committee preferred to consider this issue as part of the Committee's effectiveness review with the IASB. Thus, no further discussion was held on this topic.
